A client of mine based in the Yorkshire and the Humber, are looking to on board a User Researcher on an initial three month project. The successful candidate will be brought in to test the hypothesis that Barnsley's Income Management product could provide for an effective low-cost solution for all local authorities. The role is outside of IR35. The “Gov.UK Pay as a viable alternative ePayment provider” project recommended a discovery be run to determine:


  • Is there an LA market for an alternative IM product?
  • what the user needs are for an IM product amongst Local Authorities?
  • does the Barnsley product meets those needs?
  • what changes are needed if it doesn't?
  • can it integrate with GOV.UK Pay to offer a holistic solution?
  • what would an effective governance model look like?


Essential skills and technology experience:


  • Have experience of running successful Discovery projects in accordance with the guidance in the GOV.UK Service Manual
  • Have experience setting up and running user-research sessions with a variety of remote stakeholders, able to marshall them appropriately
  • Be capable of producing a business case and value for money report justifying continuation into an Alpha phase or cessation
  • Be able to complete the project to the timescales specified - report complete and submitted to MHCLG by 31st January 2020.
  • Will visit the lead team in Barnsley to present their delivery proposal
  • Prepared to comply with local policies and procedures in respect to mandatory security checks and legal GDPR obligations
  • Approach and methodology is consistent with the best practice guidance outlined in the GOV.UK Service Manual
